To aid judicial and correctional systems by reducing overcrowding, while at the same time providing an avenue for positive change in lives and communities.

The Academy of Training Skills (ATS) is a Judicial Agency Residential Referral Facility, the first of it’s kind. This facility aids the judicial system by providing an alternative to taxpayer-funded incarceration of individuals charged with lesser offenses. The program is intended for individuals awaiting trial who voluntarily agree to enter the program rather than face standard incarceration in jail or prison. For those needing a change of direction for their lives, ATS can be that crossroad.

• ATS is a private company, funded solely by resident fees, no taxpayer dollars are used.
• ATS is regulated by state law, with oversight by the Louisiana Department of Public Safety and Corrections.
• ATS provides employment for all residents in the program, transportation, room and board, clothing and basic medical needs.
• ATS is a member of the American Correctional Association (ACA) and we are currently following the Performance-Based Standards of ACA, seeking ACA Accreditation.
• ATS provides educational opportunities, job training courses in a wide variety of fields, substance abuse and behavior modification counseling, as well as access to faith-based counseling and ministries.
• ATS has an initial bed capacity of 98 at our Lacassine facility, with construction now underway to house an additional 98. For this facility, a maximum population of 1000 is planned over the next 3 years, with similar facilities in the New Orleans, Baton Rouge, Alexandria, Monroe and Shreveport areas.

The Academy of Training Skills operates under a strict adherence to set policy and procedure. ATS Rules and Procedures for Adult Residents outlines a clear and comprehensive set of standards our residents must meet. By following these rules and guidelines the resident is able to develop personal habits, behaviors and attitudes which lead to a successful, productive life.

Residents must arise each day at prescribed times, prepare their living area for inspection, get dressed for work and eat a nutritious meal. They are inspected prior to leaving for work to insure proper attire, as well as projecting a positive demeanor. Any deficiencies are addressed prior to leaving our facility.

Starting the work day, much like starting any worthwhile endeavor, must begin with order and a clear defined purpose. When our residents develop these personal habits, they arrive at the workplace looking, thinking and acting with more professionalism and more productivity.
